EXPRESSION OF INTEREST
PRE-QUALIFICATION TO PROVIDE LABOUR TO BUILD
DWELLING HOUSES DURING THE
PERIOD 24 MAY 2021 TO 30 MAY 2022

Applications are invited for pre-qualification of small and medium sized Contractors having demonstrable experience in building dwelling houses.  The works involve the provision of labour only to construct three-bedroom and/or two-bedroom dwelling houses.  Building materials will be provided by Home Ownership Providing Energy Inc.  Successful contractors will not have to provide working capital.

Interested contractors are required to submit their applications for Pre-qualification along with the following information/supporting documents.

  1. Overview of the Contractor’s building experience, principal office and home addresses, telephone, email and website addresses (if any).

  1. Legal status (whether sole proprietorship, partnership, registered business name or incorporated company). Names of other partner(s) or Director(s) as well as the name of the authorised spokesperson must be provided.

  1. Evidence of good standing with National Insurance Office and Barbados Revenue Authority.

  2. Applicants should be aware that the Labour Clauses (Public Contracts) Act, Cap. 349 (the “Act”) will apply to any contract. Full details of the conditions of the Act may be obtained from the Chief Labour Officer, 2nd Floor East Warrens Complex, Warrens, and St. Michael. Applicants should submit the certificate required by paragraph 3 of the Schedule to the Act with their application.

  1. Organizational set up, including:
    • list of permanent professional/technical staff for construction
    • Details of temporary staff or sub-contractors that may be required, together with each temporary staff or sub-contractor’s area of expertise.
    • Details of at least five residential projects successfully completed by the Contractor should be provided. The works executed with Government/Semi-Government/Autonomous bodies/private individuals will be considered in the evaluation.

Completed Applications, on the appropriate Application Form, can be submitted by email, or by hand. 

      • If by email: It must be signed and emailed in pdf format with the subject line “Expression of interest to prequalify to build affordable dwelling houses” to rft@hopebarbados.com.
      • If by hand: One hard copy of the documents duly signed should be submitted in sealed envelopes marked “Expression of interest to prequalify to build affordable dwelling houses”. The envelope must be placed in the specially designated tender box located at the offices of Home Ownership Providing Energy Inc., Worthing Corporate Centre, Worthing BB15008, Christ Church, Barbados.

The Closing Date for the submission of applications sent either by email or by hand is Friday 7 May 2021 at 5.00 p.m. Barbados time.

False, materially inaccurate/incomplete, and late applications will not be considered.  Only shortlisted Contractors will receive the project documents.
